Safe Harbor: Evaluation Report
This report presents the phase two evaluation of the Safe Harbor law and No Wrong Door model. The Safe Harbor law provides a framework for legal protection and state services for sexually exploited youth and young adults. The No Wrong Door Model is a multi-state agency approach to aid in the identification of sexually exploited and at-risk youth, and to provide youth with trauma-informed services and safe housing.

With the support of the Women's Foundation of Minnesota and the Minnesota Department of Health, Wilder Research evaluated the implementation of the Safe Harbor Law and No Wrong Door model, which address how children who are exploited for commercial sex are treated.
