Safe Harbor began in Minnesota in 2011 to provide legal protection and services for sexually trafficked or exploited youth. Safe Harbor funds agencies and grantees to provide services, provide housing and shelter, deliver training, and conduct outreach and evaluation.

2021

This Phase 4 report, produced by Minnesota Department of Health, includes evaluation results for April 2019-June 2021. It contains two sections that provide a comprehensive overview of several components of Safe Harbor: 1) Results from the external evaluation conducted by Wilder Research. 2) Results of a companion evaluation conducted by MDH that supplemented Wilder’s work. Wilder Research evaluation results are included in the appendix of this report.

This brief provides an overview of Safe Harbor, evaluation results, and recommendations.

2019

This biennial report includes findings and recommendations about the Safe Harbor initiative, based on key informant interviews, participation surveys and interviews, focus groups, and information about youth collected in a database by grantees.

Key findings include:

    Safe Harbor draws on youth, grantee, and state strengths to positively impact those served
    Service and training gaps, systemic challenges, and information gaps decrease Safe Harbor’s reach and impact

This summary report presents the phase two evaluation of the Safe Harbor law and No Wrong Door model. The Safe Harbor law provides a framework for legal protection and state services for sexually exploited youth and young adults. The No Wrong Door Model is a multi-state agency approach to aid in the identification of sexually exploited and at-risk youth, and to provide youth with trauma-informed services and safe housing.
