Law Enforcement-Social Services Collaborations: Evaluation Framework

June 2020

Several new initiatives in Minnesota integrate mental health providers into law enforcement departments with the goal of better serving individuals with mental health and substance use needs. But how do we know collaborations between law enforcement and social services work? 

With input from law enforcement and county agencies implementing such initiatives, Wilder Research and the East Metro Crisis Alliance developed an evaluation framework and indicators that similar programs can use to assess effectiveness.

The East Metro Mental Health Roundtable and the associated Mental Health Alliance and Measurement Committees are focused on examining and improving the mental health system for adults in the east metro. This study looks at a variety of metrics for the adult mental health system in the east metro to identify patterns, needs, and opportunities for improvement.

Community Metrics: 2015 Summary Statistics

March 2016

The East MetroMental Health Roundtable is a collaboration of law enforcement, social service agencies, health systems, hospitals, and others who address mental health care in the Twin Cities east metro area. A subcommittee of the Roundtable, the Measurement Committee, was charged with quantifying the effects of the Roundtable�s efforts to reduce barriers to patient flow between hospitals and community services, better match available resources to needs, and reduce gaps in the continuum of care. The subcommittee identified key community metrics to track quarterly progress toward the above goals. This summary briefly highlights key findings from data collected through December 2015.

This summary presents information about key community metrics used by the East Metro Mental Health Roundtable to track progress in mental health care in the Twin Cities East Metro area. The goals of the Roundtable, a collaboration of law enforcement, social service agencies, health systems, hospitals, and others, are to reduce barriers to patient flow between hospitals and community services, better match available resources to needs, and reduce gaps in the continuum of care in East Metro health services. Metrics tracked include emergency department visits, hospital behavioral health admissions, Urgent Care utilization rates, and lengths of hospital stays.
