This study describes the experiences and perceptions of American Indian, African American, Hmong, and Somali participants in Minnesota’s welfare program. The study was undertaken to learn more about why members of these four populations were significantly less likely, on average, to be employed or off welfare than the average Minnesota welfare participant.
