This study evaluates the impact of a grant used to improve outreach to older adults living in public housing in St. Paul with untreated mental health and/or cognitive development problems. It finds that older adults with mental health or chemical dependency problems may be unwilling to seek help, and that public housing staff can be reluctant to make referrals, especially for mental health and cognitive development-related issues, due to privacy laws and other constraints.
Presbyterian Homes and Outreach Counseling and Consulting Services provides housing and other services to older adults. This is an evaluation of the impact of a two-year grant to improve outreach to older adults living in public housing in St. Paul with untreated mental health and/or cognitive development problems.
