Welfare reform provides new opportunities for families, and at the same time places new demands on them. This study for Children's Home Society of Minnesota explores how the child care system in Minnesota could adapt to help families become and remain self-sufficient, and how it can remove barriers to accessing quality care for Minnesota's children.
