Polynesian Village, New Brighton, MN

In 2001 crime and other problems were prevalent at the 364-unit Polynesian Village apartment complex in New Brighton, Minnesota. City and County officials, the owner and the management company asked the Wilder Foundation to assist them in finding a solution to these issues. Wilder was commissioned to evaluate the site, recommend solutions and facilitate the initial steps of a change process to implement a new model of operation. Wilder staff conducted an extensive assessment, interviewed community stakeholders, residents and neighbors and presented a plan in August 2001.

Based on the recommendations of the assessment, Wilder staff helped facilitate the creation of a coalition of area stakeholders known as the Poly Partners. This group consisted of representatives from the City of New Brighton, various local service providers, the school district, faith-based groups and the property owner/manager.

The Poly Partners implemented a community service model. Within one year significant reductions were seen in crime, a case manager and resident services coordinator were hired, and programs and services were offered on-site to engage families. Over a four year period crime at Polynesian Village was reduced by 58 percent. The City of New Brighton received national recognition for the success at Polynesian Village when the National League of Cities awarded them the prestigious Howland Award in 2005.
