St. Philip’s Gardens


St. Philip’s Gardens is a 55 unit, Section 8 subsidized multi-family housing community for low-income families. The complex contains 12 one-bedroom units, 32 two-bedroom units, 6 two-bedroom townhouses, and 5 three-bedroom townhouses.

St. Philip’s Garden’s is located in the Summit-University area of Saint Paul, within easy distance of four colleges, the Minnesota Science Museum, the Cathedral, and the RiverCentre.


Housing and services

St. Philip’s Gardens is home to the Victoria Dale Block Club, one of the oldest surviving block clubs in Saint Paul. Many of the residents are members and share in making decisions that affect the community.

The block club provides a bookmobile and library access for residents and other community members twice a month. They also operate a computer lab with state-of-the-art computers and provide free internet access for all club members. The management of St. Philip’s Gardens supports these activities by paying all utilities associated with the operation of the club.

Measuring success
St. Philip’s Gardens is evaluated by Wilder Research. The evaluation looks at how residents perceive the quality of the housing environment, the staff, and the quality of the activities provided.
